Not standing inflexibly

So our glorious leader is going to say, in a no doubt inspiring speech at the Mansion House that what we should be doing in our brave new position in the world:

“Not standing inflexibly, refusing to change and still fighting the battles of the past, but adapting to the moment, evolving our thinking and seizing the opportunities ahead. That is the kind of leadership we need today”

What the f*** doe that actually mean? Beats me!! Isn’t  “not standing inflexibly” a double negative? Privately I tend to think a few less soundbites and a few more policies might be wise, but better not say so!!
